Seats
Seat count adjustments are SuperAdmin-exclusive, any time. Admins cannot change seat counts.
Per §1.3: seat count is SuperAdmin exclusive — full stop. If an Admin needs more seats, they must contact SuperAdmin.
Roles come from the catalogue (control_plane.seat_roles), senior first. Roles above Admin and Staff are sold at zero and stay there until you raise them — a tenant gets a Supervisor seat because you sold one, never because a default handed it over.
