Create tenant

Provisions a new organization. This is the only place jurisdiction and currency are set.

Provision lock. Jurisdiction and currency are locked at provisioning per §1.4 — use the Redomiciliation tool for rare changes, requires period-close + snapshot + effective-dated binding.

No sector×country combination is blocked (§8.3). Later changes go through the Reclassify warned action.

Renewal reminders fire at 45/30/7/1 days (§16.1). Once the licence lapses, the tenant API reads inactive immediately — no grace window. Only SuperAdmin can ever move the term afterwards; convertible to Lifetime later (audit-logged).
